question is for miss breed. mr. davis, and mr. resignato. and for the benefit of the audience, i will also project the questions on the screen. please explain your position on whether or under what conditions the san francisco parks and recreation department should be parented to lease park facilitis to food vendors and other commercial enterprises? miss breed? >> hi. london breed. i think that what we see now in the recreation -- i'm sorry, what is the time limit on each of these questions? >> one minute, please. >> i think what we see now is a bit of an abuse in terms of the number of vendors that the city has leased space to in our parks. and parks and recreation is for parks and recreation and not necessarily should be a place where we are leasing space to more vendors than we particularly need in specific areas. there is a place for vendors, for food vendors for various vendors in certain areas of the parks, but i think we are focusing way too much time on trying to figure out how we generate revenue for the city more so than we are trying to figure out how to make sure that those use

. there are a few others who want to join in. mr. davis? >> i just wanted to echo that diabetes as well obesity is a crisis in america. and we do need government to start taking leadership around the issue. regardless of the merits of this particular proposal, one thing i want to bring to city hall is a locally sourced healthy food insurance. santa clara county recently band all vending machines from their county facilities and i think we can lead by example, whether it's city hall, hospitals or our schools we should insist on healthy foods and healthy food choices and teaching our children how to grow their own food and cooking. so i would like to see an increase in community garden and an increase in the city with leadership around this issue. >> mr. everest is this your third or fourth use of the time card? >> i know i am out of these. for mr. davis, miss olague and mr. resignato. the agency has proposed to meter street parking on sunday afternoons. do you support the replacement of conventional parking meters with variable rate meters in district 5 and would you support metered parking on sundays? >> i'm not a huge proponent, but i do support the mandate parking. i think it's a viable source of revenue for mta. there are other some of which have been talked about and some are already being worked on including congestion pricing and a downtown transit tax assessment district because downtown businesses are the greatest benficiencies and should be paying their fair share in terms of busing their employees on a daily basis. i think muni has had a shortfall ever since the state gas tax money, since we lost that money and we have to look at how we're going to solve muni's long-term budget problem and get a muni system that is efficient and runs on time and not cutting fares while expanding fees. we can do that with a vehicle license fee on the local level, with a gas tax on the local level and i would like to work

process? mr. davis, miss olague and miss selby. >> as a board president of booker t. recently we had to seek permission from the board of supervisors for housing and community space. , as much as i would have liked that process to go quicker, as much as i would have liked to see less opposition from some of the neighbors. we had a lot of support from the neighbors as well. i think it's really important that folks have the opportunity to air their concerns at city hall to, air their concerns at planning, to air their concerns in front of the board of supervisors and ultimatelis a community, we do need to decide and balance interests and mitigate impacts and at the end of the day the booker t. project final designs are better than started because it did go through a review process. so i wouldn't try to limit discretionary review. i think it's an important part of the process, of planning in san francisco and a vital example of community input and planning in san francisco. >> miss olague. >> christiana olague. apologies for being late. we' hearing on achievement gaps between african-ameri

related question for miss breed, mr. davis and mr. everett. what steps should the city take to increase the supply of new housing units? >> i served on the san francisco redevelopment agency commission for five years. i watched as developers who developed luxury condominiums similar to the project of 8 washington where they are trying to develop luxury condominiums. they pay into an affordable housing fund. and that affordable housing doesn't always necessarily get built. and right now the city is backlogged over 6,000 affordable housing units and this is since i before i left redevelopment agency. and so i'm sure that it's increased since then. we can't keep paying into this affordable housing fund and not building the affordable housing. i think it's important for us to focus on making sure that we build those housing units and when developers come in and they want to build affordable housing, that we hold them accountable to building that affordable housing simultaneously to the development of the developments that they want to build as well. >> thank you. mr. davis? >> san francisco

have a couple other candidates who wanted to jump in here. mr. davis and miss selby. >> after $1.5 billion in public service sector cuts in san francisco since 2008, since our budget crisis, we can't balance our budget going forward on cuts alone. we have got to look for revenue with muni failing and unmaintained parks we need a comprehensive, aggressive revenue strategy. i was one of the activists and advocates who helped to get the gross receipts measure to the ballot and box g to actually start collecting gross receipts data. i would look at the real estate transfer tax and we were able to add significant revenue that way. he think i'm the only candidate here who has been talking extensively about a commercial tax rent. commercial property owners in the state of california have been on a tax holiday since prop 13 and under the reagan and bush eras. and we could use that revenue to fund our public schools and restore jtor city college. >> thank you, miss selby. >> two of the things that are being done this november and i would love for to you vote for both of them, 30 and 38. tho
